Message from Sue Samson regarding 16-19 Funding
Dear Colleague,
As I am sure you are aware, a number of measures to free up local authorities, schools and colleges have already been announced by the coalition government. General Further Education and Sixth Form colleges and schools rated outstanding will be exempt from routine inspection; Sixth Form colleges will no longer be required to undertake surveys of learners’ views as a condition of grant; the previous Government’s plans to introduce in-year funding adjustments will be scrapped; and the requirement on local authorities to come together in sub-regional and regional planning groups will be removed as a requirement although local authorities will continue to be encouraged to collaborate.
This week, Michael Gove announced additional changes to the 16-19 system which included the following:
- YPLA to make the financial payments to General FE and Sixth Form Colleges and independent training providers so removing the need for local authorities to manage contracts and grant agreements with these providers as well as reducing burdens on them in terms of financial audit and assurance functions. Local Authority maintained school sixth forms will continue to be paid by local authorities.
- Local authorities to maintain their strategic commissioning and influencing role: by maintaining the strategic overview of provision and needs in their area - identifying gaps, enabling new provision and developing the market - working closely with the YPLA in order to maintain control of the overall budget.
- There will be a lagged” basis for funding for schools and colleges: We intend to do this by setting the 2011/12 core allocation budgets for school sixth forms and all colleges based on the equivalent of lagged pupil numbers. This will remove the need for protracted discussions between the different parties as the basis of the budget will be on straightforward data returns. The detailed arrangements for funding independent training providers are still being finalised but will continue to include some in year reconciliation (as is the case currently).
In light of this week’s announcement you should have received a letter from the YPLA’s Chief Executive , Peter Lauener, and we are sending you, separately and by post, a ‘Letter of Intent’ to contract on the basis of the agreements made, to date, for 2010/11 volumes and growth. These ‘Letters of Intent’ will be followed by contracts that we will also issue.
