E2E/FL Clarification(s)

This note is to clarify the recording of E2E learners starting a Foundation Learning Programmes in 09/10.

Recording E2E on the ILR in 2009/10 
 
The ILR and funding methodology have been set up to accept either the E2E Programme Codes or Foundation Learning Codes in ILR Field A15. This was to give E2E providers (Including Colleges) choice in how quickly they moved to the full Demand-led Funding method of funding. However this has led to difficulty in identifying learners for allocations purposes. We have therefore decided to standardise the recording for 2009/10 only. This will ensure we can identify learners correctly for allocations purposes. To this end it would be appreciated if you could ensure all learners who are being funded through the E2E funding stream are recorded using the E2E code (09) ) rather than the FL Programme Codes (11,12,13,14) in field A15 for 2009/10. This includes colleges who have an E2E allocation. We would also like to remind you that all learning aims should also be recorded on the ILR so that we can build up a data set showing the actual programmes learners are undertaking as part of Foundation Learning, unless you are claiming these as a bonus they should be recorded as not LSC funded (code 99) in field A10.  This request does not extend to FE Learners starting FL programmes through standard FE funding, only those who are funded through the E2E budget. This will not continue into 2010/11 as the E2E code will no longer be available for new starts and all learners will need to be recorded on the FL codes.
 
E2E Age Limit 
The Q and A brief issued recently included an error. The correct age limits are published in the LSC Funding Guidance Update which now reads:
 
Standard learner-responsive eligibility criteria apply to E2E from 2009/10. This means that learners who have reached their 19th birthday on 31st August in the relevant funding year are not eligible for E2E.
Learners who are aged 19-25 and who have a section 140/139a assessment, or are otherwise agreed with the LSC to have a significant learning difficulty or disability, are eligible for E2E up to their 25th birthday.
