Employer Responsive Sub Group
Key Aim
To contribute to the achievement of a step change in the recruitment of Apprentices across South East England including maximizing opportunities in the Public Sector.
Objectives
To support providers and the National Apprenticeship Service to:
- Identify and overcome employers’ barriers to recruiting Apprentices
- Promote the benefits of Apprenticeships to all intermediaries
- Stimulate demand from candidates with a focus on priority groups including 16 – 18 year olds and progression to Level 3 and Level 4 Apprenticeships
- Increase employer engagement in both the private and public sector
- Ensure the provider networks make the best use of the Apprenticeship Vacancy Service
- Work together to provide a seamless service to employers and candidates
The Employer Responsive Sub Group also drives a Marketing Sub Group which comes together when there is a need for a focus on a specific Marketing event or issue, such as to maximise activities during Apprenticeship Week.

Terms of Reference
1. The sub group is accountable to the ALPSE Council and will:
- Report status and progress at each ALPSE Council Meeting to ensure cohesion with all other ALPSE sub-groups
- Ensure that minutes of all Sub Group meetings are posted on the ALPSE web site for all to view
- Arrange for any development plans or other progress documents to be posted on the ALPSE website.
2. The role of Chair of the sub-group is awarded for a maximum period of 12 months from the date of their election to the role. The post will be open for re-election from within the sub group.
3. The Chair will actively lead the sub-group, take responsibility for the provision of administrative support to the sub-group and convene meetings at least every 2 months and more frequently if required.
4. In the absence of the Chair or Deputy Chair at any given meeting the group will appoint a Chair from their number for that meeting only.
5. A maximum of 2 members to be eligible and a minimum of 1 eligible members from each region to commit to attend all scheduled meetings. Papers from the meetings to be generated to all eligible members not dependant on attendance at the meeting.
6. A quorum of one member from each sub region and one representative from the National Apprenticeship Service (NAS) and Skills Funding Agency (SfA) will be present at any meetings where decisions are to be made.
7. Members will contribute their knowledge and expertise to support the sub-group on issues related to its objectives and targets. They will provide the local perspective on Apprenticeship engagement and become a local ‘lead’ on Apprenticeship issues.
8. Members will participate in the review of data and management information available from various sources to inform action required to achieve sub-group objectives.
9. Members will contribute to the development of an Action Plan designed to achieve agreed objectives.
10. Members will support in identifying other projects, networks, strategic bodies, initiatives and activities that this group could actively link to in order to meet its objectives.
11. The work of the group will focus on Apprenticeship recruitment but will ensure that the involvement of employers in other training initiatives is taken into account e.g. Train to Gain, Skills For Life, In House NVQ delivery, Management Development, Public Sector Skills Challenge, Skills Pledge.
12. Members will support by leading on certain aspects of project implementation as agreed during meetings.
13. Each sub-group will work with a facilitator who will help the group to achieve its objectives through supporting appropriate activities and liaising with other sub-groups to ensure effort is not duplicated.
14. The group’s operation as an official sub group of ALP SE can be dissolved by ALP SE by written notice to the Chair.
